West Oregon Electric Cooperative (WOEC) wants our members to have a clear and easy understanding of billing statements and how your rates are calculated. WOEC’s rates are determined by a cost-of-service assessment that looks at all rate classes. As a cooperative, our rates are designed to only recover the actual cost to serve ever WOEC member.
The base charge is designed to recoup the fixed costs that WOEC incurs before a single kWh is delivered to a member. These costs include wire, substations, poles, etc., that are needed to provide power, even before a single light switch is turned on.

Availability
Available to all commercial consumers.
A small commercial service is defined as the supply of electric service to businesses, public buildings, etc., for all commercial lighting and/or power purposes, including lodges, churches, parlors, stores, shops, gas stations, and restaurants etc.
A commercial consumer is any person seeking electrical service for a property to be used in whole or part for a business and not a property to be occupied by the owner solely as his or her residence or a property to be used as a single-family dwelling unit.

- Single-phase, 60 hertz, alternating current at a nominal 120/240 volts.
- 3-phase, 60 hertz, alternating current at a nominal 120/208 volts, 240/480 volts, or 277/480 volts when available from existing facilities with installed transformer capacity of 45 KVA or less.

Available to all commercial and industrial consumers with installed transformer capacity, by West Oregon Electric Cooperative, over 45 kVA.

3-phase, 60 hertz, alternating current at a nominal 120/208 volts, 120/240 volts, 240/480 volts, or 277/480 volts when available from existing facilities.

Minimum Bill
Base charge plus energy charge plus demand charge plus adjustment for power factor.
Primary Service Discount
For consumers taking service at the primary distribution voltage and who own and maintain the transformers, switches, protective equipment, and other items necessary for service, the above demand and energy rate shall be reduced by 5%.
Determination of Demand
Billing demand for each month shall be the maximum 30-minute demand for the month.
Adjustment of Demand for Power Factor
If the average power factor at which power is delivered to the member is less than 97% the billing demand shall be increased by 1% for each % or major fraction thereof that the average power factor is less than 97%. The average power factor will be determined by measurement of kilowatt hours and reactive kilovolt-ampere hours during the billing period using the following formula:

Applicable to service to members who own and operate a net-metering generating facility.

Delivery Point
- The point of attachment shall be that point of the consumer's premises nearest the applicable service facilities as determined by West Oregon Electric Cooperative, Inc.
- Separate points of delivery to the same consumer shall be separately metered and billed.
Terms of Payment
Members in this rate schedule shall sign a “Net Metering Agreement” with the Cooperative. Generally, the foregoing rates are net and are due and payable on or before the 10th of the month following the mailing date of the bill. Failure to receive a bill shall not release the consumer from liability for payment.
Account credits may be paid monthly by the Cooperative on or before the 10th of the month following the date of the bill, or accrued for 12 months ending in March and refunded directly to the member.

Service under this classification is also subject to the "Service Rules and Regulations" of the Cooperative.
Energy credit rate shall reflect the Cooperative’s avoided average wholesale energy/demand costs. This rate shall be reviewed annually on or before March 1. Members in this rate schedule shall be notified of any changes to the rate 30 days prior to implementation.
