At the September 22nd Board of Directors meeting, the board approved a $2 increase in the base charge and an overall 6% increase to all rate classes. The board deliberated for several hours over the pros and cons of raising the base charge higher and took into consideration input from the members who attended the rate hearing meeting earlier this month. Although the push nationally among electric utilities is to increase the base charge faster to recover more of the fixed cost up front, the WOEC board felt that this approach would have had a disproportionally negative impact on members using less than a 1000 kWh per month. The board also believed that the rate increase they approved would spread the increase more equitably across all rate classes and still generate the needed revenue to cover the BPA increase in power cost, plus the increasing operating cost for the next two years.
